Is this sparkling effect a known CCD or lens aberration?

The short answer is “diffraction spikes.”

In this case the light is passing across the edge of the vanes in the lens diaphragm

You still get this effect even though the image is out of focus.

The most familiar example of this kind of thing is the sunburst.
